Robert Dumbaugh, D.D.S., M.P.H.

Myron Allukian Jr. Lifetime Achievement Award for Outstanding Contributions in Community Dental Programs 2005 Recipient

Dr. Dumbaugh served as dental director of the Palm Beach County Health Department in Florida for 18 of the 32 years he worked for the department, beginning in 1971. As director, he led a comprehensive oral health program that provided services for underserved populations. In 1972, his program was one of the first in the county to have a National Health Service Corps dentist. His many accomplishments include helping to achieve community water fluoridation for over 700,000 county residents, establishing a fluoride-rinse program that reached over 50,000 children a year, and running a clinical program serving over 12,000 patients a year that used multiple payers in a unique capitation program. Dr. Dumbaugh is a founding member of AACDP and a past president and former executive director of American Board of Dental Public Health. He was chief local investigator for the Dr. Acer case, in which six dental patients contracted HIV/AIDS.
